Yes, the encoded words look like the exact same article so they are essentially copies. I really do not know what kind of use they would have for them. Perhaps filler content on a website without getting a duplicate content penalty? You can also repurpose a book that is in the public domain. This means the copyright has expired and anybody can take the content of those books, and publish them, either updated or reworked in some way or as is.
